An air conditioner is a sealed system. Refrigerant is never consumed, so if the charge is low there is a leak, and a recharge without finding it is a bill you will pay again. We locate it, repair it, then recharge to specification.
The Straight Answer
Air conditioning systems are sealed. Refrigerant circulates continuously and is not used up, which means refrigerant loss always indicates a leak somewhere in the system. Adding refrigerant without locating the source is not a permanent repair. It is a temporary top-up that will need repeating.
There is a second reason to act rather than top up. Running a system undercharged raises compressor temperature and mechanical stress, and continued operation while low on charge can eventually cause compressor failure, one of the most expensive HVAC repairs there is.
So the choice is not really between a cheap recharge and an expensive repair. It is between finding the leak now and replacing a compressor later. If a contractor offers to top up your refrigerant without mentioning a leak, the question to ask is simply: where did it go?

Leaks develop gradually, so performance declines before anything obviously breaks.
The system runs continuously without reaching the thermostat setting, or warm air comes from the vents. Capacity has dropped even though everything is operating.
Low charge drops coil temperature below freezing, and the ice then restricts airflow further. Dirty coils cause the same symptom, so both need ruling out.
