The compressor is the most expensive component in your system. Before anyone replaces one it should be proven failed by testing, and the reason it failed should be found too, or the new one inherits exactly what killed the old one.
The Straight Answer
The compressor circulates refrigerant and drives the whole cooling process, so when it fails the system cannot cool no matter where you set the thermostat. But compressor symptoms overlap heavily with much cheaper faults. A failed capacitor or contactor produces the same complaints for a small fraction of the cost, which is why diagnostic testing to confirm the compressor has actually failed is the first thing that should happen.
The second question matters just as much. Compressors rarely fail all at once. Failure develops gradually out of refrigerant leaks, dirty coils driving up operating temperature, electrical faults, or airflow restricted by a clogged filter. Fit a new compressor without correcting that cause and it runs in the same conditions that finished the last one.
So we establish two things before quoting anything: that the compressor is genuinely finished, and what finished it. Then we work out whether replacing the compressor or replacing the system is the better use of your money, and show you both numbers rather than steering you toward one.
What You Notice
Every one of these has at least one cheaper explanation, which is the whole reason testing comes before condemning.
Warm air from the vents with the system running, and no cooling however low the thermostat goes. The refrigerant circulation that makes cooling possible has stopped.
Loud buzzing or grinding from the outdoor unit. Mechanical noise from the condenser is one of the more specific compressor indicators, though a failing fan motor can imitate it.
The breaker trips when the AC starts. A compressor struggling to start draws heavily, but so does a system with a failed capacitor, and that part costs a tiny fraction of a compressor.
Running constantly without properly cooling while energy costs climb. Performance falling as consumption rises is the pattern worth acting on early.

The sequence is built so that nothing expensive happens before the cheap checks are done.
Electrical and pressure testing establishes that the compressor has genuinely failed, and rules out the capacitor and contactor faults that imitate it, before anything is condemned or quoted.
What caused the failure gets identified, because a new compressor fitted into the same conditions faces the same end. Manufacturer warranty coverage is checked at this point rather than after you have paid.
Refrigerant recovered in accordance with EPA regulation, never vented, then the failed compressor is removed from the outdoor condenser.
Manufacturer-approved replacement components installed and correctly matched to the system, with a new filter drier every time. A failed compressor sheds debris into the circuit, and the drier is what stops the new one drawing it in.
Vacuum evacuation removes moisture and contaminants, charge goes in to manufacturer specification rather than approximated, then electrical startup and full performance testing before handover.

You should not have to take anyone's word for it. Compressor symptoms overlap with much cheaper faults, and a failed capacitor or contactor can produce warm air, a tripped breaker, or a unit that hums and will not start.
Diagnostic testing distinguishes them, and given the cost difference that testing should always happen before a compressor is condemned. Ask what test result led to the conclusion.
